Our trust (IWT) formed a partnership with Portsmouth Hospitals University NHS Trust (PHU) that forms a single leadership model consisting of a single team of executives from both trusts supported by a Leadership Team at IWT and PHU.

Joe Smyth, IWT Chief Officer
Joe was appointed as Isle of Wight Chief Officer in September 2023 and is a member of the Boards in Common between Isle of Wight and Portsmouth Hospitals, he is a voting member of the IWT Board. Joe joined the Isle of Wight Trust in October 2019 as Chief Operating Officer and assumed the role of Gold Commander for the Trust during the pandemic. In previous roles he worked with 8 CCGs and 4 acute Trusts to develop an acute clinical site strategy for North-West London. Joe was the Chief Operating Officer (COO) at Hillingdon Hospitals for seven years and led on the creation of their Integrated Care Partnership, women’s and children unit and development of a frailty service. He was also the Director of Service Improvement at Epsom and St Helier in South London and spent 3 years at the Royal Bournemouth NHS Trust as their Deputy COO where he led the reconfiguration of their hospital sites.
Steve Parker, Medical Director
Steve joined our trust in January 2015 as a Consultant General Surgeon specialising in breast and general paediatric surgery.
During his time here, he has held a number of clinical leadership roles and was appointed as Medical Director in November 2020.
Prior to relocating to the island, he was a consultant at University Hospitals Coventry and Warwickshire Hospitals NHS Trust, and also served in the Royal Navy for 16 years, including 4 years in the submarine service. Steve also provided clinical leadership to a number of transformation projects and is committed to the delivery of safe and effective clinically-led services.
Laura Neal, Director of Nursing
Laura has worked in the NHS since 1997 and joined our trust in December 2021. Before relocating to the island, she worked in Intensive Care and then transitioned to primary care as a Advanced Nurse Practitioner and partner in General Practice.
After joining the NHS MSc Leadership academy, Laura moved back into an Acute provider senior leadership position in the Northwest, leading on international projects and improving standards of care. During her time here, she has held the position of Deputy Director of Nursing, holding safety, safeguarding, quality and patient experience roles, she is one of the first alumni for the IHI Chief Quality Officer and was appointed as Director of Nursing in July 2024.
Vicky Lauchlan, Chief Operating Officer
Vicky, originally raised on the island, has worked in the NHS since joining the Management Training Scheme in 2008. She has also worked in the UK, Europe and the USA in health policy. Prior to returning to the island, Vicky worked in senior operational roles at UCLH and West Middlesex University Hospital. She joined our trust in January 2016 as Head of Operations for Women and Children's Health before taking on the role of Director of Operations - Planned Care in August 2020. Vicky has been in her interim role since September 2023.
Jane Cole, Finance Director
Jane joined our trust in June 2023 from Hampshire and Isle of Wight ICB where she was Director of Finance, Operations and Systems. Jane began her NHS career on the Island in 1993 and has extensive experience within NHS finance having held senior positions across Hampshire and the Isle of Wight within the provider, commissioner and regulator sectors during the span of her career. Jane is a Fellow Chartered and Certified Accountant (FCCA) and is a strong advocate of the Healthcare Financial Management Association (HFMA) having previously been Chair of the HFMA Commissioning Steering Group.
Michelle Stanley, Director of Strategy and Improvement
Michelle has worked in the NHS since 1996 and joined our Trust in 2021. Before moving to the island in 2020, Michelle worked as a consultancy director, travelling the UK to work with NHS organisations on improvement, transformation, and strategy.
Michelle possesses extensive senior operational experience, having successfully managed two community hospitals in the Midlands. She is a registered physiotherapist specialising in frailty and balance disorders and holds a registration with the Health and Care Professions Council.
During her time here, Michelle has held the position of Programme Director of Strategy, Partnership and Transformation and Acting Director of Strategy and Partnerships.
Victoria White, Director of Ambulance
Victoria started working in the NHS in 1993, joining the trust in 2018. Originally, she trained as a radiographer, specialising in neuroradiography and managed the Interventional Radiology service at Southampton University Hospital (UHS) Foundation Trust before moving to an operations role. Between 2007 and 2012 Victoria managed the Radiology service, therapies and planned care services at Lymington Hospital and became the hospital manager in 2012.
During this time Victoria worked clinically in the Falkland Islands and taught in a hospital in Tanzania.
In 2014 Victoria moved with her family to the Isle of Wight and returned to UHS as a Care Group manager before moving in 2017 to IWT as Head of Operations for Ambulance, Urgent Care and Community Services.
Victoria has been the Director of the ambulance service since 2021.
Andrew Vickers, HR Director
Andrew joined the trust as HR Director in January 2025. Andrew has had a number of senior roles in the acute, community, and mental health sectors since 2005, when he moved into the NHS from HR roles in the UK utilities sector, including as Deputy HR Director in a large NW London NHS Trust. He joined from Kingston Hospital where he was Associate HR Director for 6 years.
Andrew is a Fellow of the Chartered Institute of Personnel and Development, has an Masters of Business Administration, and has completed a Masters in Employment Law. His interests include change management and leadership, culture change and behaviour, HR systems, and managing the contingent workforce.
